Adoption Incentive Bill Passes House

A bill to provide incentives for adoptions of children in foster care passed the House on October 22 by a vote of 402 to 0. Lawmakers approved the Promoting Adoption and Legal Guardianship for Children in Foster Care Bill (HR 3205), a bipartisan measure introduced by House Ways and Means Chairman Dave Camp, R-Mich., and several members of the tax panel including Reps. Lloyd Doggett, D-Tex., and David Renacci, R-Ohio.

The bill includes a provision that would extend the Family Connection Grants program through fiscal year 2016. The extension would be funded by requiring all states to offset federal income tax refunds to recover the cost of unemployment insurance overpayments. According to a cost estimate from the Congressional Budget Office, the bill would reduce the federal deficit by $24 million over the 10-year period ending in 2023.
